
Provincial Nominee Programs
There are ten provinces and three territories in Canada with eleven of them having their specific Provincial Nominee Programs. Each of over 70 provincial streams comes with its unique mix of eligibility requirements. The variety of programs offers significantly more opportunities for people with different backgrounds to immigrate to Canada. However, it also makes it difficult to navigate through a variety of options.
Generally, Provincial Nominee Programs (PNPs) offer immigration options that target students, skilled and semi-skilled workers, and entrepreneurs. Some provinces prioritize specific occupations. For example, British Columbia is currently operating their Tech Pilot, which offers a faster immigration pathway for professionals with technical skills, such as graphic designers, engineers, computer and IT managers and other occupations.
While most of the programs require an applicant to have a job offer from the employer in the province, there are several programs where a job offer is not a requirement. For example, the Ontario Immigrant Nominee Program (OINP) Human Capital Priorities stream or the International Post-Graduate Skills Immigration stream of the BC PNP do not require an applicant to secure a job offer.
Some PNP streams are connected with the Express Entry federal system, while others administer the selection of immigrants on a solely provincial level. In both types of PNPs, however, the final decision to grant a permanent resident visa is made on the federal level, where visa officers check the applicant’s background and complete medical and criminal checks.
It is important to note that the provinces frequently change or update their PNPs, occasionally suspending or introducing new immigration streams.
